Part I introduces Tactical Evolution as a framework for recognizing emerging operational problems, questioning established assumptions, and adapting training and doctrine to better prepare officers for the realities of contemporary critical incidents.

Tactical Evolution Part II: Solving the Operational Problems of Modern Active Killer Events

Building on the Tactical Evolution framework introduced in Part I, Part II shifts from recognizing change to solving the operational problems created by it. The article examines recurring challenges confronting officers during modern active killer events and explores how principle-based tactics, adaptive decision-making, and realistic training can better prepare officers to respond when traditional assumptions or predetermined solutions no longer fit the problem in front of them.
