“I don’t teach tactics. I teach systems for solving tactical problems.”
Law enforcement has never been static.
Criminal behavior evolves. Technology advances. Operational environments change. The responsibility of the profession is not simply to preserve doctrine—it is to continuously refine it.
That belief has guided my career for more than three decades.
Whether leading a SWAT team, instructing officers across the country, analyzing critical incidents as an expert witness, or teaching Brazilian Jiu-Jitsu, I have always approached performance the same way:
Start with the operational problem. Understand the system. Improve the outcome.
Over time, that philosophy became the foundation of what I now call Tactical Evolution—a systems-based approach to adaptive tactical doctrine that integrates human performance, operational analysis, leadership, and principle-based preparation.
My goal has never been to teach officers how to solve yesterday’s problems.
My goal is to help organizations prepare officers to solve problems they have never encountered before.
Experience
I began my law enforcement career in January 1990, serving the communities of Lompoc and Santa Maria, California, before retiring in December 2021 after more than thirty-two years of service.
In 1996, I joined the SWAT team and ultimately served as SWAT Team Leader for more than two decades. During that time, I participated in and led high-risk tactical operations while developing training programs focused on leadership, decision-making, officer safety, and critical incident response.
Since 1997, I have served as a California POST-certified instructor in multiple tactical disciplines, including firearms, active shooter/killer response, defensive tactics, less lethal systems, chemical agents, diversionary devices, and first aid/CPR.
In 2019, I joined the National Tactical Officers Association (NTOA) instructional staff, where I continue to teach nationally in areas including:

- Police Response to Active Shooter/Killer Instructor Certification
- Police Counter Ambush
- Advanced Patrol Response
- Basic SWAT
- Hostage Rescue
Throughout my career, I have trained law enforcement officers, tactical teams, military personnel, and public safety professionals throughout the United States.
Expert Witness & Critical Incident Analysis
My work as an expert witness grew naturally from my commitment to understanding why critical incidents succeed or fail.
Rather than focusing solely on the outcome of an event, I analyze the interaction of human performance, leadership, tactical decision-making, training, policy, and organizational systems that contribute to officer performance under stress.
Today, I provide expert consultation, case analysis, and testimony in state and federal litigation involving police tactics, critical incident response, and use-of-force decision-making.

Closing
I believe our profession owes an enormous debt to the generations of officers who developed the doctrine that has protected both officers and communities for decades.
Honoring that legacy requires more than preserving it.
It requires continuously examining new operational problems, integrating advances in human performance and decision-making, and preparing the next generation of officers for challenges that have yet to emerge.
That is the purpose of Tactical Evolution.
